NC-SARA/Alabama State Portal Agent

Welcome to the Alabama State Portal Agent (ASPA) website. As an Alabama institution with a main (primary) campus physically located in Alabama, your institution may be eligible to participate in the National Council-State Authority Reciprocity Agreement(s).

To be considered by NC-SARA, we recommend that you review the NC-SARA website or simply Google NC-SARA for more information and download all pertinent documents that will be required as part of the state and national application process. This material is to ensure that your institution is accredited by a Department of Education recognized accrediting body, provides assurances of financial stability, and maintains a student complaint process comparable to the onsite process available to resident students.

SARA Application Process
The following steps are provided to assist you in the application process:

  • STEP 1: The institution applies to the state portal agency using the SARA "Application and Approval Form for Institution Participation" in SARA. (The application is available for download on the NC-SARA website under "documents.")
  • STEP 2: The NC-SARA application is to be submitted along with the "Memorandum of Understanding Between the Alabama State Portal Agent (ASPA) and the institution." This application can be found at
  • STEP 3: Upon receipt of the two documents and review of an institutions' application, the institution will receive a letter from the ASPA with approval to proceed in the process. The institution will need to access the payment link to NC-SARA found on its website and pay all fees. Additionally, an institutional check (payment) will be sent to the ASPA.
  • STEP 4: Once all fees and requirements are met, the institution will be notified by both the NC-SARA and ASPA to beginning offering programs outside the state subject to the NC-SARA Guidelines. Upon confirmation that all requirements have been met, the institution will be listed on the NC-SARA website.
All institutions participating in SARA are encouraged to continuing reviewing the NC-SARA website and the Alabama Commission On Higher Education's website for updated information and available student complaint information.
